How is the China-Europe train service affected by the epidemic?

05/02/2020

 February 3, 2020 is the first working day after the country extended the Spring Festival holiday. Affected by the new coronavirus infection pneumonia epidemic, 29 provinces and cities across the country have announced a delay in starting work, implemented a flexible work system, and flexibly adjusted their schedules. So, how will the China-Europe trains be affected by the epidemic after the holiday? What should I do? The International Land Bridge Transportation Working Committee of China International Freight Forwarding Association (Belt and Road International Logistics Alliance) has recently done a lot of research and understanding. The overall situation is as follows:

First of all, the Central Europe, China-Mongolia and China-Russia ports are operating normally.
The Central European trains at the Alashankou and Khorgos ports are operating normally, and there are no stranded trains.

According to the information provided by China Railway Container Kazakhstan Logistics Co., Ltd., despite the closure of the China-Kazakhstan highway port; the Urumqi Railway International Line was suspended, flights were completely suspended in February, and the Khorgos International Cooperation Zone was closed. However, the cargo passing through the Khorgos railway port is normal, only because China and Kazakhstan have strengthened quarantine, and the speed and ability of cargo passing have decreased slightly. According to the information provided by the Alashankou Port Office, as of February 2nd, the import and export goods of the Alashankou Railway Port were 36,000 tons, an increase of 20% year-on-year; as of the 3rd, the railway import and export goods were 70,000 tons this month, an increase of 16.7%; As of the 3rd, the import and export of goods this year was 1.304 million tons, an increase of 35.5%. The daily average number of China-Europe trains passing through the port is 6 and the total number of China-Europe trains passing through the port has reached 311 by the end of the 3rd.

On the 3rd, the Minister of Trade and Integration of Kazakhstan Bakht Sulitanov emphasized that the transportation of goods between Kazakhstan and China did not stop.
The freight transportation and customs clearance operations of the Erlianhot Port railway in the direction of China and Mongolia are normal.

According to the information provided by Sinotrans Erlian Company, since January 31, four China-Europe trains have passed through Erlian Port, with an average of one per day. They are Zhengzhou, Chongqing, Hefei and Xuzhou. Return trains arrive in Xi'an Xinzhu, Jinan, Jiangxi Ganzhou and other cities, with an average of 1.5-2 trains per day. There is no detention of the goods.
Railway cargo transportation and customs clearance operations at Manzhouli Port in the direction of China and Russia are normal.
On January 30, the Russian Railway Freight Department received the latest explanation issued by the Russian Ministry of Transport, that is, the Russian Ministry of Transport Order No. 25 on January 30, the Russian Railways urgently issued a new order No. 90, and invalidated the previously issued Order No. 89 , Do not suspend China-Russia railway transportation freight business.

As of February 4th, the railway cargo transportation and customs clearance operations at Manzhouli Port in the direction of China and Russia are normal. Manzhouli Port ships 4-5 trains a day towards Russia, and 2-3 trains a day return from Russia. The inventory of about 500 vehicles in the Manzhouli Railway Yard was arrived before the Spring Festival. The domestic shipping cities still maintained the situation before the Spring Festival, and there was no increase or decrease.
Secondly, domestic platform companies and Sino-European train suppliers present differences.

The Chengdu-Europe train is normal in Europe and suspended in Central Asia.
In the early morning of the 3rd, an earthquake of magnitude 5.1 occurred in Qingbaijiang District, Chengdu. Zhou Junbo, general manager of Chengdu International Railway Port Investment and Development (Group) Co., Ltd., said that the earthquake has no impact on the delivery of Chengdu Railway. Everything is fine. Thank you for your concern.

It is reported that Chengdu China-Europe trains were shipped well in January. In February, affected by the Spring Festival and the "epidemic", the volume of goods will be affected. The current Chengdu lines include Lodz, Tilburg, Nuremberg, Prague, Hamburg, Warsaw, Budapest, Minsk, Russia and Moscow in the Far East. Central Asia direction, temporarily suspended. With regard to the southbound passage, the Chengdu-Qinzhou port-sea-rail intermodal passage has a well-balanced two-day "day shift".
The Xi'an China-Europe line has a good start, and new services are constantly being launched.

In 2019, the China-Europe train "Chang'an" opened a total of 2133 trains, with a total weight of 1.802 million tons, which was 1.7 times and 1.5 times of 2018 respectively, and achieved excellent results. The start of 2020 is good, and the number of China-Europe trains has basically remained constant in January; affected by the Spring Festival and epidemic situation, the traffic volume has decreased since February, but online bookings (APP bookings) and dedicated green channels have been targeted New services such as zero waiting for containers to be dropped at the container center station are expected in the future. In terms of routes, it is still operating normally according to the scheduled schedule of the train schedule determined at the beginning of the year. The China-Kazakhstan logistics base Lianyungang operates better than usual in the direction of Central Asia.

Lianyungang trains are mainly in the direction of Central Asia, and transit traffic is still its main advantage. In 2019, Lianyungang New Asia-Europe Continental Bridge shipped 38,722 TEUs, a year-on-year decrease of 39.7%. Since the second half of 2019, Lianyungang has increased the wheat in Central Asia to reach ASEAN countries through Lianyungang, transiting Thai rice through the port of Lianyungang, and moving westward to the Central Asia region and other related measures. From the end of 2019 to January 2020, the volume has been rising and stable state. Now, the Central Asian trains in Lianyungang ship 1 to 1.5 trains a day. Liu Bin, general manager of Lianyungang Sino-Kazakh Logistics Co., Ltd., said that the more "unusual" period, the more it can reflect the advantages of the new Asia-Europe Continental Bridge channel of Lianyungang. It is expected that the first half of this year will maintain a good posture. Third, the overall operation of the national platform companies and China-Europe train suppliers.

Affected by the new coronavirus epidemic, most of the factories started around February 9. The Belt and Road International Logistics Alliance is based on the summary of information provided by more than 20 Sino-European train suppliers including Qingdao Wanjia, Jiangsu Zechuan and Manzhouli Xinyun. The overall start-up and operation of national platform companies and China-Europe train suppliers:
In February, the China-Europe train (Wuhan) cancelled all plans;
Zhengzhou currently has no plan to reduce shifts, and it will notify Zhengou, Zhengzhongya, ZhengRu, and Zhengzhou-ASEAN routes to be suspended from February 11-18;
The Xi'an European route cancels the schedule of trains on February 6 and February 7, and the follow-up is to be determined. Normal shipment from Central Asia;
Shandong (including Qingdao, Jiaozhou, Zibo, Linyi, Yantai, Jinan) Central Asia and Russia trains will stop before February 10, and the follow-up is to be determined;
Lianyungang-Central Asia train dispatched normally
Tianjin-Mongolia trains are shipped normally;
Shenyang trains are shipped normally;
The first flight of Nanjing Moscow is scheduled to be shipped on February 15;
The direction of Yiwu to Europe is expected to resume at the end of February, and Central Asia will stop receiving goods after 10 days, depending on the epidemic situation, and will be notified separately;
Jinhua Banlie Bank has only a small amount of cargo demand. There are more than 50 cabinets before the Spring Festival, and it is expected that they will be able to follow up gradually after resumption of work on the 10th. However, according to the current situation of the epidemic, the possibility of opening is not very high.
All trains in Hefei were pushed back in the first week of February, and follow-up is to be determined;
Suzhou expects to resume trains on February 9;

In addition, affected by the domestic epidemic situation, the customs offices of various countries in China and Europe have increased the inspection of the goods and carried out disinfection of the exported goods. Increased the time for the train to stay, delayed the start time of the train. Since March 1, all goods passing through Atencore and Dostyk must bring their own Russian version of the vehicle information, and the English version will not be released. Here, we also particularly remind cargo owners and other freight forwarding agencies to take cautiously and carefully deliver goods that involve animal and plant quarantine in countries along the China-Europe train lines, and prepare the shipment information in advance.

Overall: In contrast, my country’s new coronavirus infection pneumonia epidemic has limited impact on China-Europe trains, and the impact is normal. Affected by the epidemic, all highway ports in Central Asia, China, Mongolia, China and Russia have been closed, and it is difficult to reopen in the short term. The operation of the railway port is basically normal, but due to the need to disinfect the cargo and the car body, the transit time will be longer than usual. In spite of the adjustments in the line and number of train lines of platform companies and freight forwarding companies around the world, the opening of China-Europe train lines remained basically normal. With the national epidemic situation and the changes in China's import and export goods, the current demand for trains has greatly reduced. Therefore, the number, timeliness and quality of China-Europe trains will be affected to a certain extent during the period from February to March this year. continue for a period of time. However, in the medium term, once my country's epidemic situation is effectively controlled, the demand for upstream and downstream supply chains of China-Europe trains will resume, and the continued improvement of China-Europe trains will continue.
